History

The Strengthening of the SEW for Trade and Business Facilitation is an Inter-American Development Bank (IDB) funded programme to be executed by the Ministry of Trade and Industry (MTI). The overall objective of this project is to improve trade performance and enhance the business competitiveness of Trinidad and Tobago through the strengthening and transformation of the SEW (TTBizLink) into a world-class solution based on international standards. The expected outcomes of the project are enhanced trade performance and competitiveness of the private sector, improved coordination and interoperability between government agencies and main international trading partners. The project is divided in three major components: • Component 1 – Enhancing and expanding the services of the Single Electronic Window -This component will focus on upgrading the current TTBizLink to international best practices. • Component 2 – Enhancing the Interoperability of TTBizLink- This component will facilitate the exchange and analysis of data between TTBizLink and the information systems of key stakeholders as well as the information systems of strategic trading partners of Trinidad & Tobago. • Component 3 – Modernizing the Legislative, Institutional Framework for International Trade and Institutional Governance of the SEW. This component will address the deficiencies in the legislative framework and strengthen the institutional governance of the SEW.

PCS Operator

The PCS operator structure falls within the remit of the Ministry of Trade and Industry and the Ministry of Works and Transport, and is dedicated to the implementation, maintenance and management of the PCS platform. In addition, it provides training and support to the Trinidadian and Tobagonian Port Community.

About the PCS

A Port Community System is a neutral electronic platform what connects the IT systems used by various stakeholders in the supply chain to enable the intelligent and secure exchange of information. It can allow for automation, management and optimization of port and logistics processes through the single submission of data and connecting transport and logistics chains. According to the United Nations Economic and Social Commission for Asia and the Pacific (UNESCPA), the efficient exchange of logistics information among logistics players has a significant impact on the overall logistics performance. These include increased productivity, reduced logistics costs, increased efficiency in integrated multimodal transport operations, and reduced berthing time of ships at ports1. The PCS overcome this interconnectivity challenge. However, the PCS does not replace these systems but provides a neutral platform to further facilitate the further collection and sharing of information among stakeholders in the logistics supply chain to improve the efficiency of their respective operations. Additionally, the interconnectivity provided allows for the development of various value-added services for actors the wider trading community. For example, it can allow the development of an integrated logistics solution for freight forwarders, exporters/importers, shipping lines, trucking companies and warehouses. Optimization in the scheduling of transport services can also reduce congestion at ports and on local highways and make better use of limited physical space on the compounds of ports, warehouses and customers. These contribute to greater speed, predictability and reliability in the supply chain which leads to lower operational costs. Furthermore, the PCS provides better capabilities to electronically lodge information once and easily synchronize, distribute and share this information among relevant stakeholders. From a national security perspective, having a single point of entry for the submission of information also gives greater traceability and transparency in the movement of goods from entry at the port to the place of final delivery. It allows logistics service providers to disclose goods, money and information streams flexibly, securely and simultaneously, while reducing costs. From an international trade perspective, the PCS is a tool to facilitate the efficient exchange information with the Ports of its major trading partners.
