Collaboration Amongst Stakeholders​

Integrates regulatory agencies, port operators, customs, and other stakeholders onto a single, shared platform for coordinated operations.

Impact: Improved communication, faster decision-making, and reduced duplication of work between agencies.

Digitization of Paper Processes​​

Replaces manual, paper-based submissions and approvals with fully electronic processes.

Impact: Faster processing, reduced administrative costs, lower environmental impact, and better record-keeping.

PCS Community

The Port Community System (PCS) Community comprises the network of public and private sector stakeholders that interact through the platform to facilitate trade and port operations. It represents the full ecosystem of organisations and users involved in vessel movements, cargo clearance, logistics coordination, regulatory oversight, and trade administration within Trinidad and Tobago. Each member of the PCS Community plays a defined role, with responsibilities and permissions aligned to their operational functions.

Role Description
Airport Authority

Government agency responsible for airport operations.

Actions: updates flight information (RTA/RTD).

Carrier

Party undertaking or arranging transport of goods between named points.

No action required. Identified in the Air and Maritime voyage as the main carrier.

Coast Guard

Trinidad and Tobago Coast Guard, Marine Ship Safety and Port Facility Security Unit (Ministry of Defence). Government agency responsible for maritime safety and security.

Actions: process vessel declarations in the Maritime Module.

Customs Authority

Customs and Excise Division (Ministry of Finance). Government agency responsible for facilitating legitimate trade, ensuring revenue generation, and applying national regulations on imports and exports.

Actions: responsible for the approval of manifest and customs declarations.

Customs Broker

Agent, representative or a professional Customs clearing agent who deals directly with the CED on behalf of the importer or exporter.

No action required. Identified as the creator of the customs declaration (when integrated into the PCS).

Financial Institution

Financial Institutions.

No action required. Identified as the creditor’s bank in the payment details.

Freight/Shipping Agent

Nominated freight company. Party nominated to act as transport company or carrier for the goods.

Actions: responsible for the port call and vessel declarations (shipping agent), responsible for the manifest (freight agent). Both activities are identified with the same actor type in the PCS.

Freight Forwarder

Party arranging forwarding of goods.

Actions: creates the inbound folder, adds the Bill of Lading for which he has obtained release from the agent, and creates the “inland carrier identification” which is the feature to identify the trucker for the pick-up of cargo.

Government Health Service

Environmental Health Unit, Ministry of Health. Government agency responsible for the effective control and prevention of Environmental Health hazards and issuance of Pratique to vessels.

Actions: process vessel declarations in the Maritime Module.

Immigration Division

Immigration Division (Ministry of Homeland Security). Government agency responsible for monitoring and controlling the flow of persons in an out the country.

Actions: process vessel declarations in the Maritime Module.

Maritime Services Division

Maritime Services Division (Ministry of Works and Infrastructure). Government agency responsible for the safety and security of life at sea, safety of navigation and the protection of the maritime environment from ship pollution.

Actions: process vessel declarations in the Maritime Module.

Port Authority/Stevedore

Government or semi-government body responsible for port operations.

Actions: updates port call information (RTA/RTD), confirms the movements of cargo on terminal and facilities.

Road Carrier/Haulier

A road carrier/haulier responsible for moving cargo.

Actions: named in the Inland Carrier identification and manages truck appointments.

Warehouse Keeper

Party taking responsibility for goods entered into a warehouse.

Actions: confirms the movements of cargo on warehouses.
